Understanding Random Student Drug Testing for COHS Students

  • This page is provided to outline the guidelines of COCISD's random drug testing policy for high school students, per District Policy FNF(LOCAL). During the first week of school, these guidelines were shared and discussed in great detail with all high school students at a campus-wide assembly.

    Who is tested:

    • Students in any COVERED extracurricular activities other than prom and/or graduation
    • Students who use a student parking permit to park on campus.

    When are students tested:

    • We may test 7 times per year

    Consent:

    • Students must have a signed consent on file to participate in covered activities.
    • Students attending practices, camps, meetings, etc. during the summer must have a signed consent on file to do so.
    • Consents are updated yearly
    • A student can withdraw from drug testing by revoking their consent. This means they are also removed from all covered activities.  Withdrawing and re-entry will not erase consequences.  Any balance owed will be served at the time they sign a new consent and enter back into covered activities.

    Consequences:

    Refusal to Test or Tampering - 1st Offense

    • Suspension from all extracurricular programs and/or student parking for a minimum of 6 calendar months;
    • Loss of privilege to serve in leadership positions for duration of suspension;
    • Completion of mandatory District-provided counseling; and
    • A negative test result at the end of the suspension period. Continued participation in random drug testing pool as long as student participates in extracurricular activities or has a District parking permit.

    Refusal to Test or Tampering - 2nd Offense

    • Suspension from extracurricular activities and parking permit revoked for the duration of the student’s enrollment in the district.

    1st Offense

    • Minimum of 30 day suspension from covered activities and/or student’s parking permit. No practice, after school participation or travel;
    • Loss of leadership role during suspension;
    • Completion of mandatory District-provided counseling; and
    • Post suspension NEGATIVE drug test.

    2nd Offense

    • Minimum 6 month suspension from covered activities and/or student’s parking permit. No practice, after school participation or travel;
    • Loss of leadership role during suspension period;
    • Completion of mandatory District-provided counseling; and
    • Post suspension NEGATIVE drug test.

    3rd or Further Offenses

    • Minimum 1 calendar year from covered activities and/or student’s parking permit. No practice, after school participation or travel;
    • Loss of leadership role during suspension period;
    • Completion of mandatory District-provided counseling; and
    • Post suspension NEGATIVE drug test.

    Things to Know:

    • Refusals, tamperings and/or positive test results are cumulative for a student’s high school career;
    • If you leave the district, due to a positive test result and prior to completing the required consequences for those positive test results, then later re-enroll, you will be required to complete the required consequences;
    • Time still owed on a suspension at the end of the summer shall be completed the following year;
    • Once selected to test, if a student chooses to withdraw from activities and consent on this day, they are still subjected to the consequences of a POSITIVE test.
    • Students who test positive will have their samples retested. If results are still positive, a parent/guardian will be contacted by the drug testing company for possible medical explanation.  These results are not reported until clarification is received
